Start with new batteries. Its normally the Ah on the battery that lets it down. As for the swivel the lift will only swivel when on charge. Turn the charge off and it will move away. On the bottom rail there is a metal cover that hits a switch to tell lift to stop this is probably stuck in. Back the screws off a little mad it will probably sort it.
