Not an expert of this chair but I do hobby computer programming and circuit boards.

The only reason why a chair will not recognize if it is swiveled or not is due to the momentary switch that it hits when in the closed position.

2 things to start checking 1) that momentary switch (make sure it can open and close freely), easier with a continuity tester 2) the connection to the circuit board.
