Up down toggle won’t power up my lift.

Does anyone know why my up down toggle won’t power up my Handicare/ minivator? I have to manually shut it off for a few seconds then turn it on every time I use it. Is it a dip switch setting?

It doesn’t work with remote or arm only sleeps n wakes up when it’s off the charger. How much is a new board?
